R5 3600, MSI Tomahawk Max, Samsung SSD, Western Digital HDD, EVGA gtx 1070 FTW, EVGA 650 watt Gold psu, G. Skill 3600 ram.
I recently upgrade some parts of my PC. Before upgrading, my computer was having serious frame drops and lagging in things such as youtube, and web pages(it's lagging just typing this, the letters are delayed). It's still having these problems.
I didn't replace the GPU, HDD, SDD, PSU, so it has to be one of these causing my problems. 

When playing games I get stuttering/freezing and frame drops. When watching youtube the video will sometimes freeze/stutter, it's doing it really really bad right now. The screen will freeze, audio will continue, then it will choppily resume the video. The lag is so bad on youtube right now, it shows the loading circle, and sometimes goes down to 480p from 1080p. Typing is laggy too, just typing this is a pain, I can type multiple words but it takes seconds to catch up and actually show up on the screen. 

What do you all think the problem is?

DDU the drivers as this sounds like a driver issue. I personally download the latest driver, make sure the computer cannot connect to the internet to prevent Windows from trying to install another driver that may cause issues, and go ahead and DDU. Then boot as normal and install the drivers you previously downloaded.

It is probably a background program or Chrome.

 

When it happens to me Chrome causes it and if I don't reboot before playing a game it will lag. 

I have been having the problem since that last major Windows update so I am hoping it will just go away.

I'm on the Windows 10 May Update 2004 and haven't had issues before with Chrome and games.

Go in task manager to see what is chewing up utilizations. Also, you didn't mention how many GB of RAM you currently have installed.

These symptoms could also be caused by poor internet connection ...

No.

Temps are very low so it's not over heating. I have xmp enabled. How do I DDU the drivers? It did this exact thing before upgrading the cpu, mobo, ram, cpu cooler. Makes me thing the GPU is dying.
