So I have this really old PC i installed ubuntu on, while trying to play high bitrate/high res video on the stock player, the playback is very choppy and the CPU usage is around 30 to 40%, my rig has no hardware acceleration capability and its turned off. however the playback is good in windows, how can I improve video playback on linux?

Core 2 Duo E4600 @ 2.4 GHz, 4 gigs of 667 MHz RAM, 2 x 160 GB seagate barracuda harddrives and integrated graphics (GMA 950)

Your issue is the integrated graphics. Throw some basic gpu in there like a geforce 210 or something like that and you'll be good.
