RAM and CPU, IMO, or nothing if you are fine with the setup.

Gaming With a 4:3 CRT

System specs below

 

CPU: AMD Ryzen 7 5700X with a Noctua NH-U9S cooler 
Motherboard: Gigabyte B450 Aorus M (Because it was cheap)
RAM: 32GB (4 x 8GB) Corsair Vengance LPX 3200Mhz CL16
GPU: EVGA GTX 980 Ti SC Blower Card
HDD: 7200RPM TOSHIBA DT01ACA100 1TB, External HDD: 5400RPM 2TB WD My Passport
SSD: 1tb Samsung 970 evo m.2 nvme
PSU: Corsair CX650M
Displays: ViewSonic VA2012WB LCD 1680x1050p @ 75Hz
Gateway VX920 CRT: 1600x1200@75Hz, 1200x900@100Hz, 960x720@125Hz, 800x600@140Hz
Gateway VX900 CRT: 1600x1200@75Hz, 1200x900@100Hz, 960x720@120Hz (Can be pushed to 175Hz)
 
Keyboard: Thermaltake eSPORTS MEKA PRO with Cherry MX Red switches

Add another single 8GB 1600Mhz if you currently have a 8GB single stick,.they shouldn't be too expensive, gives you dual channel spec (faster than single channel by decent margins)

Then chase a locked 4790 4C8T 3.7Allcore 4Ghz Turbo because K-skews are way too overpriced.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Why do you want to upgrade? Want better graphical performance? then gpu. Want better multitask performance? see what's limiting you cpu or ram. Upgrading a system to be better only matters if it doesn't meet what you need.

What is the use case? You may want to consider both ram and cpu.

i just upgraded the gpu i think there is a cpu bottleneck 

but i think i will upgrade the ram to 16gb and late the cpu

maybe a used i7

Why upgrade the ram if you're cpu limited? 1660 super with an older i5 doesn't seem that bottlenecked. Are you playing at 144hz? is so then yeah cpu probably makes sense. Is your ram single channel?
