Depends entirely on where you are getting it. If you are getting it on a local classified site like Facebook Marketplace or Craigslist, where you will be picking the card up in person you can ask the seller if you can test it before you buy it. If you are purchasing it online make sure to read the descriptions carefully and make sure it is returnable if there is an issue. I don't tend to like buying used GPUs personally without testing them first.

Returnability and testing is key.
 

 One weird example:

there was a guy who had stuff from a hog rendering plant.  Great gear and it all worked but because of the hog rendering everything was coated in hog.   if you ran the equipment anywhere for more than a minute or two the whole place smelt like burnt pig.
 

things I might look for before running the card would be broken fans or ones that don’t spin easily, damaged internal pins on ports, burnt spots on pcb.

 

Things I can think of when run testing the card: heat levels at idle and load, weird noises, weird smells, check all the ports for functionality, speeds of card.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Before buy theres not too much to check if you can't actually test it.

 

Only look for scratches, some oxidation, these few things purely visual.

 

If you can test, run some benchmarks like Superposition or Furmark for as long as you could. If not, do it as soon as you can. Keep a eye on temps, this is very important too. Dependind on VGA, something about 70C to 75C is desirable.
