Strange texture/shadow/reflection bug in gta v

I've been having this weird issue in game where as I move my camera (even with it not moving sometimes) the reflections on cars and shiny floors will become pixelated and move on their own. I also have a problem with a weird box around my player model about 5 feet away and shadows will pop in and out of existence depending on camera angle. I've tried re-installing, running on each version of direct x and changing every available graphics setting but it still persists. I've linked the video clip and my current settings.

My pc specs:

Ryzen 5 2600x

Rx 580 8gb saphire pulse

Asus prime b450m-a

16gb ddr4 dominator platinum 2666mhz

Cit 500w psu 80 plus bronze

Any recent hardware changes or driver updates? Try DDU.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

No recent hardware changes and I've tried the newest radeon driver and the optional one and it still occurs. I'll try ddu'ing it and report back

Any OC running? If yes, turn back to stock settings. Just another shot in the dark... Do you have another GPU handy to switch in and test?

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

I did have a slight oc but I tried with it off and that didnt work either and I dont have another gpu handy unfortunately.

This us the only game I've had this problem with tho so I dont see it being a gpu problem.
