So I think Instant replay is one of the best features of the drivers. But when I open it my GPU usage is always at %50. Is it because of AMD's drivers are bad or is it something else. And it sometimes causes frame drops and fps is lower when i open it.

This is likely because you're checking task manager, it will report a different value when you're actually in a game as opposed to not

Typical because you LEFT the game...
Keep the game in FOCUS and it'll pull more resources, put in background, it will lose performance.

Exactly THIS 99% of the time.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Open the performance tab. You'll likely see that it is using the ""video encode" or similar part of your GPU. Task Manager does a poor job of reporting this.

 

Use GPU-Z instead for clearer numbers.
