Could I run G.Skill Trident Z Neo 3600 MHz with R7 2700 at lower speeds while I upgrade CPU

Yes, you can underclock them in the BIOS with ease.

I want to buy this kit of memory which is capable of running at 3600 MHz CL16 but I think my R7 2700 memory controller is not likely to handle such speed so I want to know if I could run them at 3200 MHz for example and have the headroom when I buy a 3000 or 4000 series CPU

Would it work?

Quick tip 

If you overclock the soc a bit you might be able to as the imc is decent and even if you have an oc the FCLK is still meh and the Interconnect for the most part should handle it ;)
