my cpu and memory wont go above 90% and cpu speed does not reach it's max ?

why my pc when playing gtav for example  and check task manager i found that it uses only 90% of its cpu and memory and core clock don't reach it's max speed ?? clocked at 2.93 and it only reach 2.69 Ghz, no more then that!!

What CPU do you have?

 

Games not using 100 % CPU is normal, otherwise you'd be bottlenecked.

The GPU should rather be at 100%, NOT the CPU.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

i got i 3 3220  even when i stress test it it wont go either above 90% load

Max ghz is usually a single core running at that speed. Thermals also need to be taken into account for lower ghz.

Temp is important to know because when it overheats the frequency will not boost to the max.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

You cant go for what you think, get HWMonitor and look for the CPU temps.

If its not reaching its boost-clock you HAVE to take a look at your temps.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

Check the temps. Try using HWMONITOR, Your i3 is pretty old so it might not be enough for modern tasks or your thermal paste has turned to dust because its never been replaced.
