i assume this is some form of gpu as i pulled it out of the gpu slot on an old dell but i cant find any info about it online

I believe its a capture card.

Too complicated for my understanding, but it's no GPU and PCI slot isnt GPU slot.

it is a capture card. i did a quick search on 185816g, and it is a capture card
