Sometimes with old PCs if you go too high resolution on youtube it can stutter. Or are you talking about stuttering as in the circle icon in which case your internet isn't good enough for the resolution you are watching at.

my pc is new i have an 3200g and i am connected to gigabit ethernet

No I literally installed Win 10 on a Pentium 4 (32 bit unfortunately) and Edge worked CONSIDERABLY better than chrome. IE is not a good choice at all anymore even though it is still built in to modern versions of Windows for some reason.

This started happening to me last night too, on both Chrome and Firefox; YouTube is suddenly using considerably more RAM and CPU than ever before, even when I don't even have a video playing. At most I usually only got like 300MB of RAM usage and pretty low CPU usage, but now just having the site open cranks it up to ~800MB and like 60% CPU usage. Something is definitely going on here
