Hi! Im a deal hunter, and today I hunted rx470 nitro 8gb version for 50 euros(44 pounds).

Will it be able to handle some games?

Depends on the game and resolution.

1080p Medium 60fps is fine on modern games, but many games can still get higher fps on full detail (like CS:GO and that sort of stuff)

it should be scarping by in these games, playable but unspectacular performance.

Yes, it will do it, but it will struggle.

No, the RX470 is a bit over twice the speed of the 750Ti.

Also the 470 should be a decent 1080p60 GPU as long you're willing to play some heavier games with lower settings. Examples of the performance(look for the RX470 in the graphs):
