First build (Should I use intel?)

Budget (including currency): 550 Euro

Country: Netherlands

Games, programs or workloads that it will be used for: Total War Three Kingdoms / CS:GO / HOI4

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): HOI4 doesn’t need to run high speed whatsoever, TWTK @ highest settings preferably, CS:GO preferably at 144 FPS. Playing at 1080p btw.

came here for advice, should I go intel 9nth gen in these times? Tried doing a R3 3100 build, but ended up 40 bucks higher.

anything else I’m missing? (I’m using parametric filters since I’m too lazy to sort for lowest price btw.)

It's really up to you. Many people here probably will recommend you buying Ryzen 5 3600, but i3/i5 from 9th gen is not bad choice.

I assume that you don't change hardware so often, so arguments that AMD is better for future upgrade, are not valid in your case.

If you think that it will be enough for you - sure, buy it, you'll be satisfied. Maybe look for RX 580, you may sometimes found them for similar price. Or 1650 Super. Rest is always personal choice.

You may also change Seasonic to BeQuiet. Is better imo (even if I have Seasonic by myself) and can be cheaper (just don't buy System Power serie).

Wait a couple of weeks for the new 10 series i3 and you get hyperthreaded cpu for the same price.

2018- Yes, use Intel

2019 - Hmm you should consider AMD

2020 - AMD every time, unless you have a specific reason to go Intel of course.

i5 8600 - RX580 - Fractal Nano S - 1080p 144Hz

Might do a few small (>100 $) upgrades but that’s it.

Had a 1650S in this list before, but someone told me RX 570 was better bang for buck wise.

So basically I should or wait a little or go AMD because of the lack of SMT?

Because 40 bucks extra for 4 threads is a little much imo

Any way you can stretch the budget?

Does going AMD make the MoBo cheaper to help?

I already stretched the budget with 50 € :)

AMD doesn’t make mobo cheaper, with intel I can go 300 mobo, but the R3 3100 requires 400 :(

40 bucks is dirt cheap for a little extra cpu power

Appreciate the effort, but stretching the budget even further is impossible :(

And I’ve read the case is terrible for cable management, so I am looking for something a little better.

IF you've got the budget for the original build it will be fine for gaming atm but going the AMD path will give you more options for upgrading e.g. to a 6 core Ryzen 5 3600 in the future.

If he choose Intel, he will be able to upgrade to i5 or i7 in the future. The same option imo. That future means probably few years, so we're talking about used CPU anyway.

There is nothing wrong with Intel. Not everyone must have R5 3600. And OP can check on YouTube comparsion of R3 and i3 in games. Not so big difference in his case.

I had a Ryzen 5 3600 when it first came out and had so many issues with it that I changed back to an intel i5 9400f on a Z390 board

I was just pointing to the cheapest upgrade path as his budget is so restricted and the 3600 is likely to drop in price when the 4000 series comes out making it the more sensible option as i5 and i7 9th gen probably won't drop as far.
