MY RIG IS STUTTERING SO BADLY!

That says you CPU is 16% in use when it's just idling and you are using 76% of you RAM... They are both exceptionally high if your computer isn't really doing anything. For example mine is below...

sounds like windows update screwed up ....( as it did for me )

would a Downgrade of OS be a fix for these? like go back to Win7 ultimate?

You need to find out what is eating up all of your resources. There is something that is running there using your CPU and RAM.

Not recommended , Win 7 is out of support

try disabling unnecessary startup programs in the startup tab in task manager.

u would need to manually launch them if u need them tho .

also provide a screenshot of the "performance" tab

even for the processes...

they shouldn't all occupy 70% of 16gb ram...

i think that not all of the ram sticks are detected...

You can get a trial version of the full malwarebytes and scan with that for a start and see if that picks up anything.

What are you downloading with uTorrent? Not a good sign when you have high recourse usage with seemingly nothing using them.

i know the issue....

first of all only 4 out of 6 cores are showing 

2nd of all task manager seems bugged.....

update: i just swapped processor and the stutter was vanished. So I think it was the processor?>

The 6800k has hyper-threading, you should enable that in the UEFI and see if that helps CPU performance. There could be a rogue running though with CPU pegged at 100%.
