Games stuttering and lagging

Hello, 
Nice to meet You all!

At first i want to share with You my PC Specification:
MSI Z390-A PRO

Intel i5-9600k

MSI GTX980ti

G.Skill 32GB RAM 2133 Mhz

2x 250GB SSD, 1x 500GB SSD
WIN10

 

And now, my problems is:

My games are still stuttering and lagging while my CPU usage is maximal 70-80%, GPU usage about 50-80%.
My monitor is 60hz so i always lock frames in game at 60fps so i get more supply at CPU and GPU.

Motherboard, CPU, SSD, RAM are brand new, only GPU is about 2-3 years old.
I always change Computer Thermal Paste and taking care about dirt in my case.
Anybody have some idea why its happening ?

What do your temps and clocks look like? And what games? What power supply are you using for this? Could just be cores 0 and 1 are being hit to the max.

You also have pretty slow memory so that might be part of the issue, if it's high latency.

What games are you playing? At what quality settings?

does that RAM have XMP profile? if so you should turn it ON in bios, if ur pc fails to boot just remove motherboard small battery for 10 sec to reset settings.

also can you run www.userbenchmark.com and post results here

you could also wipe ur nvidia drivers with DDU https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

and then download latest https://nvidia.custhelp.com/app/answers/detail/a_id/5022/~/geforce-hotfix-driver-version-445.98

I'm playing Rust, COD: Warzone, Apex Legends, PUBG.
Real stuttering and lagging but i have always 60fps, fps are not going down while lagging and stuttering.
Its realy annoying.

CPU Temp. whiile resting = 50 celcius degrees, while playing 70-80 celcius degrees.
750W Power Supply
I will try RAM XMP and answer, Should i overclock RAM ?

Cod: Warzone, Rust, PUBG. 

Max-ultra settings, also playing at low-mid doesnt help.

My i5 9600k supports max 2666mhz ram.

What happend if i Buy more than 3000mhz ?
