About core i3 9100f

I've seen in some gaming tests the core i3 9100f had nearly 100% or sometime full 100% of core uses. 

 

Is it good for the CPU and its lifespan? Which cooler will be best for the processor in budget?

The CPU's temperature matters, not how heavily it's used. Whether someone is using it at 10% or 100% 24/7/365 bears absolutely zero significance.

Using it is fine, heat is the issue. But the reason for that high utilisation is because the i3 was bottlenecking whatever card was being tested with it.
