I have a laptop with a 9300h and gtx1650 and an nvme SSD

 

I currently have 2x8GB 2400mhz CL17 crucial RAM

 

I saw a good offer for 2x8GB 2666mhz CL16 crucial ballistix

 

If I sell my current ram on eBay it wouldn't end up being a huge cost, but is it worth the hassle? Would it be noticeable?

No, even in a benchmark the results would be almost negligible. In gaming or every day usage, you will see no difference at all.
