For the budget and application the 3700x is going to be the perfect CPU, also you are going to want a new GPU at this point. 

If you can stretch a bit on budget I recommend:

If your looking into air cooling stock should be enough unless your going to overclock. If you want a better cooler than:

@Denkiani You can't use the GTX 1060 6GB for streaming, it's best if you sell it.

I would not bother waiting it could take many months to become available. Unless you are okay with waiting until the end of the year, Nvidia is releasing new cards, and AMD will launch new CPU's at some point late this year as well.

 

As for the motherboard, that MSI X570 board is not very good. The one I linked is much better. Refer to this list:

 

As for the case, the price is decent but it won't be the best for airflow, it will be fine though.

Well I would consider a potential fix or upgrade to your existing PC. 

What is your current PCs specs? What are you doing when it crashes, do you get a blue windows crash screen? Or does it just shut off?

it just shuts off, i let a friend of mine look at it he knows alot abt computers he said its prob the mobo,ram or cpu.
