Office - entry level gaming 350 build

Hi all,

this time around I'm helping a friend building a computer to update his old system. and since I am not skilled on the lower end of the components I have some questions. but first:

Budget: 300-350€ (400max if amazon is out of stock and prices are inflated)

Country: Italy (Amazon .it mainly)

Scope: Office use, light retro gaming (pre 2010)

PCPartPicker Part List: https://it.pcpartpicker.com/list/gZFzRk

CPU: AMD Ryzen 3 3200G 3.6 GHz Quad-Core Processor  (€97.48 @ Amazon Italia)

CPU cooler: *No idea, must consider if PBO will be enabled or not. not sure how 3200g behaves in terms of performance + stock cooler*
Motherboard: ASRock B450M-HDV R4.0 Micro ATX AM4 Motherboard  (€71.17 @ Amazon Italia)

GPU: XFX Radeon HD 7770 GHz (0€ owned) not needed?
Memory: Crucial Ballistix 8 GB (2 x 4 GB) DDR4-2400 Memory  (€38.99 @ Amazon Italia)

PSU: Corsair VS550 (51€ @Amazon italia)

SSD and HDD already owned from the previous build.
Case: Thermaltake Versa H15 MicroATX Mid Tower Case  (€54.19 @ Amazon Italia)
Total: €310

Given the price range I think an IGPU is the best pick, the HD7770 would be a bottleneck otherwise (correct me if I'm wrong)

he does not want to Overclock but is it worth it go from a B450 to a x370? the difference in price seems around 10€ and it's better to have an higher quality Motherboard.

+ about the Overclocking. can I enable the XMP profile of the RAM without enabling PBO on the CPU? I don't know if the 3200g acts like the 3600+ family on PBO (high temp spike and noise even on idle)

I can go with something cheaper for the RAM if I don't have to use the XMP profile

the PSU is on the "Tier E - Potentially dangeorus" on Ambient temp over 30°C what does that mean? what's a good price for a decent PSU that's not a timebomb?

the Case he's pretty happy about it and I don't think it matter much

2020 AMD Build:

Ryzen 3800x - Asus TUF x570 - Crucial Ballistix 16GB 3600cl16 - ROG Strix GTX1070 OC 8G - EVGA SuperNOVA G2 550W - Sabrent Rocket 1TB

2012 Intel Build:

Intel i5-3570k @4.0Ghz - Asus Maximus V Formula - Corsair Vengeance 8GB 1866 - XFX HD7970 GHz - Enermax Revolution87+ 650w - Crucial MX500 500GB

The 7770 would be an upgrade over Vega 8, so i'd include it in the build.

Thats a grey label VS, not orange. They are fine, "C Tier" units. Perfect use case for them as your system consumes a very little amount of power. The old orange label VS units were bombs.

Brands I wholeheartedly reccomend (though do have flawed products): Apple, Razer, Corsair, Asus, Gigabyte, bequiet!, Noctua, Fractal, GSkill (RAM only)

Wall Of Fame (Informative people/People I like): @Glenwing @DrMacintosh @Schnoz @TempestCatto @LogicalDrm @Dan Castellaneta
