Which Graphics card to choose?

Yes go for Gainward...I'd personally go for it,heard all the best about Palit and Gw..besides u get rtx 2070 for lower price...those cards are not pretty but do the job...good luck!

I recently decided to upgrade my gtx 970 to something better. Currently i'm split between the Gainward RTX 2070 (450 USD) or the Gigabyte RTX 2060 super (480 USD) . The Gigabyte 2060S is the cheapest one you can get in my country and so is the Gainward RTX 2070. The Gainward RTX 2070 is cheaper than the 2060S but i'm afraid i'll be too loud or cheaply built compared to the Gigabyte 2060S. Noise isn't a huge issue for me but of course the queiter the Better.

low end gigabyte cards are not famed for exceptional build quality, exactly. you should get the 2070.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

Draws 400 watts under max load, for reference.

what gainward model?Phoenix?

Gainward has pretty good graphics card with not such cost,and he is old kid in town with this job (produces cards for decades),besides it's faster..just tell us the model.

 

Please do not take offence for my apparent confusion or rudeness,it's not intent me to be like that,it's just my BPD,be nice to me,and I'll return twice better,be rude and usually I get easly pissed of...I'll try to help anyone here,as long as it's something I dealt with,and even if you think I'm rude or not polite,forgive me,  it's not me it's my BPD.

Is there a better 2070 from a different brand within the budget? 
At the end of the day I'd go for the best card my budget would allow. Yes it may be a little louder or worst build quality but at the end of the day it'll probably be a reference PCB so will be fairly standardised and reliable. Plus, I imagine the 2070 still has a favourable warranty.

It isn't an exact model, it's just called the Gainward RTX 2070.

I would personally go for it. Looking into them their owned my Palit. Chances are it will pay off. A mate of mine bought a cheap 660 brand new it was cheaper 650ti's. It was a brand I can't even recall and was basically two OEM Style fans attached to the heatsink in some jank way. That card is still running today in my little sister machine 7 years later.  It's worth the chance!
