Hi Guys, I really need to know if this is normal. 

I haven't checked HW Monitor for a while and the temps are scaring me. To be fair, I never have seen this system on HW Monitor since I built it so not sure. Everything I have read tells me this CPU should of died by now as it is showing 3 cores with temps of -26 degrees to 100 degrees and 2 cores with 92 degrees and 93degrees.

 

It is has a passive deep cool cooler on it, so I am guessing I might need more thermal paste as its been a while, but none the less, this cpu should be dead.  There is a bios image immediately after restart

I would clean out that tower with a can of compressed air or a vacuum, completely remove the old thermal paste, DNA apply some ice new stuff.

 

Maybe also check if you can find a cooler with a fan, or bootleg strap a fan on the existing cooler

Well, since this is a passive cooler, instead of actively moving heat (using a fan), it slowly dissipates it. That's why the temperatures are so high. If you put a fan on the temperatures should be a bit lower.
