i can afford a 2070 super, its a little more than i want to spend tho, is the regular 2070 still good? the 5700xt looks like a really good deal but i want to see ray tracing, so i need a nvidia gpu.

Yeah it's too much for the card imo get it on sale or wait for the new line up. Big Navi is supposed to have raytracing too so you can chose again then, but yeah it might be a while, who knows. End of year maybe, don't know if you can wait. 

The normal 2070 is at the level of a 2060 super, which is around let's say 7-10% slower than a 5700xt and more expensive. You will get the nvidia feature set then of course, not sure how much you looked into raytracing and DLSS, but at the moment it is still limited.

If you absolutely have to have it though there is not much of a choice:

im probably gonna go with the 2070. if i can strech my budget a bit further ill go with the 2070 super.
