First of all, this isn't a prebuilt right? So you have easier acess to all of the components, because you might have to move to a larger connector (8 pin instead of 6, or 4 pin or something) But if you game always upgrade the GPU first. It will be the most beneficial.

What is your budget, location on the planet, games, resolution, etc.

I personally would go with a 9900K + 2080Ti, but that's me.  :)

eH. If you do anything else besides game (like if you have 3 chrome tabs open when you launch a game you need 16gb, but if youre okay with dropping everything (all tabs, everything besides the game) 8gb is fine.

What PSU do you have now?  Power isn't the main issue, it's the quality of the unit.  Anything 500w+ is fine for your 7400 and 5700 (if you get it).

Is your RAM in 2 sticks or just 1?

What other components do you have?  Monitor?  What resolution do you game in, or want to game in?

If you could, answer my questions above please.  We need more info than you're spoon feeding us, to make good suggestions.

The 5700XT is in your budget and is probably the best bang for the buck option.  AMD was improved the drivers in the past few months.  You should definitively run DDU and do a fresh driver install when changing the GPU.  If you want to stick with Nvidia the 2060 KO is probably the way to go.

For the RAM you can use MSI Afterburner overlay to see how much you are using in game.  If you are close to 8 GB or using the full 8 GB, then you should consider upgrading that was well.

If you are going to upgrade your PSU, pick that out first and subtract it from your budget to make sure you still have enough.

Might want to edit your first post and include vital information like hard drive, power supply, cooling, etc., etc.  Those would factor in on what people here will recommend.

Also what games are you planning?

CPU: Sempron 2500+ / P4 2.8E / P4 2.6C / A64 x2 4000+ / E6420 / E8500 / i5-3470 / i7-3770
