Today I built my first pc. I switched from Nvidia to AMD (RX570/Ryzen 5 160AF), but used my old HDD for the build. The Nvidia drivers were still on the HDD when I attempted to download the new Radeon Drivers. When opening Radeon software, I get an error message "No AMD graphics driver is installed, or the AMD driver is not functioning properly. Please install the AMD driver appropriate for your device.".In device manager, my GPU has a red triangle and it's description reads "Windows has stopped this device because it has reported problems. (Code 43)". Getting really tired of trying to get this to work, so thank you very much for any help.

As suggested, use DDU (in safe mode) to get rid of the previous drivers first: https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

Which driver version did you try to install? For Windows 10 (64 bit), the recommended version would be 20.2.2 from here: https://www.amd.com/en/support/graphics/radeon-500-series/radeon-rx-500-series/radeon-rx-570

After a quick google search it looks like people have this issue when they buy used mining cards, did you buy yours used? If you did, here is a Reddit thread with a solution that seems to have worked for 2 people. Disclaimer, I have no experience with the program used and don't know if there are any risks.

@The_russian Your link did not post, but you have me excited! Yes, and now that you say that I'm sure the seller was mining. He had pictures of 10 of these in a home.
