issue Hardware Accelorated Applications randomly freezing

Randomly, applications (most noticably games, but seen on a few electron apps) will freeze for 1-2 seconds every ~30 seconds.
This occurs on most applications.

Afterburner GPU usage shows the issue like this. Each 'drop' is where it occurs.
This is not an issue with it being at max, as with less intencive applications, the graph is the same, just having its peak reduced.

Temperature seems to be stable.
Power % seems to follow the same pattern as the above graph.

 

Solutions tried:
Underclocking GPU: no effect
Overclocking GPU: no effect
Driver complete reinstall: no effect
Reinstall windows: no effect
New Motherboard (and cpu): no effect

Been having the issue for about 6 months now, and it started seemingly at random. However it was alot less prevolent. Eg, once every 15 mins for half a second.

In terms of change, could be exceccive heat, as my computer needed a big dust around then; thankfully I do it regularly now!
