1.081 vcore for a 4.1GHz OC is good for this chip.

Hi, I previously had a ryzen 5 1600 and my system worked fine. I upgraded to a ryzen 5 3600 and now every time I restart or exit the bios the fans go very fast. I already installed the latest chipset drivers.

Are you on the latest BIOS? Also, did you try adjusting fan settings manually?

Have u tried adjusting the fan curve in the bios?

It's probably normal as in the fans default to 100% until the bios loads and reaches the part of the bios where the fan curve is read, temperature is read and the code realizes fan doesn't have to spin at 100% and lowers it according to the fan curve.

Could also be a safety measure... let's say you're in a really heavy game that heats up the cpu and gpu and you get a sudden reset... the sudden fan stopping could cause the temperatures to rise so the system spins fans to cool things.

so, during normal operation of the PC, it's fine? Like when you're gaming?

Also, for some reason I cannot get a ryzen 5 3600 to 4ghz on all cores

pretty sure the all core boost of the 3600 is closer to 3.9 or 3.8, on stock cooling. Are you trying to overclock? What cooler are you using?
