Because there are so many different PC configurations, there is unfortunately not one specific way to test a PC.

There are general tips, like those which can be found here:

But that is only for a pretty specific situation (not POST situation).

 

Generally you'll want to eliminate variables.

For example, if your PC doesn't turn on, try to unplug as much as possible (like additional videocard, if you have integrated graphics, single stick of memory, no storage drives, etc.) and then try to turn on.

But if your PC does turn on, but you're experiencing some other weird stuff, there will be different sort of steps.

So in short:

- eliminate variables

- isolate components from the rest

- test with replacement parts

For many of us its google, reading, asking others, more googling, trying everything. And eventually building up knowledge on what symptoms lead to what issues and how you fix them.
