Why is my download so fast?

Well I actually own Forza Horizon 4 on Windows Store, AFAIK it doesn't keep a cache at all. Heck I once deleted the game and redownloaded it (because an update borked the game and it wouldn't start) on the same install & drive and it had to download the entire thing again from scratch.

He downloaded it with the very windows install both times. He probably has most of it still available in the folder for temporary data. But hey, I must be wrong...

On furthur investigation you might actually be correct...

 

Seems Windows 10 does keep a cache at C:\Users\<User>\AppData\Local\Packages\ though not everything you download might be cached.

1gbit=128mbyte/s, he got 1.2gb/s, stated in the very first picture.

Next you say that he got 128mbyte/s since the whole download only took 600 seconds, very smart. And very surreal.

If that were the case, it still couldn't go beyond my WiFi limitations. It's not connected through Ethernet at all, just 5gzh WiFi.

I think I may buy rdr2, and see what that does. That is also on the Xbox, but I guess I was unaware/unsure that it could use the Xbox resources, while the Xbox is off.

Decompression during download or pulling from your XBOX are both possible options. If you want to narrow it down at all, I would suggest that you uninstall completely, use DiskMax to clear any cached or windows temp folders (pretty good freeware), then open the performance tab in windows task manager and monitor your NIC/Network usage/speeds as you re-download the game. Or whatever netmon software you may prefer. This will give you a better understanding of what your Network is actually doing and not what is being reported by the "Store".
