Not true.

All MSI MAX boards are made compatible with Ryzen 3000 out of the factory.

That warning was more for the first release weeks off Ryzen 3000.

ty any reccomendations to build its my first build

I actually didn't give feedback on the build, because I think it's quite solid.

The only things I can suggest would be alternatives to your build, like the ADATA SX8200 SSD, which is very similar to the Samsung, TridentZ NEO because it's specifically AMD memory, Be Quiet Straight Power 11 PSU (because it's a tiny bit quieter, although most people wont hear that difference), etc.

The only part I am not sure on is the videocard, the cooler specifically. You can check if it doesn't make (much) more noise than the alternatives, but a 2070 Super is a good idea for 4K60fps, 1440p@144hz or 1080p@144Hz+

What will you be using the PC for? If it's mainly gaming, you can downgrade your CPU to a 3600, save some money on Memory and SSD -> invest that in GPU.

Overall your build looks very good though, good work.
