iPad pro 2018 > iPad Pro 2017 > iPad Air 3 > iPad 7th Gen 10,2"

Consider an iPad Mini 5, if you prefer a slighitly smaller one, instead 10"+ screen. For pure Gaming it should be more compfortable.

 

If even the iPad 7th gen is too expensive: Save untill you can afford one > or buy an Android Tablet (but that will be a much worse experiene).

Entry-level iPad -- still a solid gaming device, and you're more likely to get games first.  The only unfortunate thing is that the base model ships with 32GB, which is a bit thin if you intend to keep a lot of larger games.  There is a 128GB version that should be more than enough.
