That depends on the rest of the system, and if he's going to attribute to the GPU problems that don't actually relate to it... (getting blamed for unrelated issues)

 

For the price, the 5700 non-XT is your best bet, so long as you are gaming at 1080p144 or lower. If going to 1440p, then you need something with more power. (5700 XT is better than the 2070 non-Super)

It is better. Depends on the game but in some cases there's even a 10-15 fps difference between them.
