It depends on the task.

Gaming is not the same as CAD which is not the same as video editing which is not the same as machine learning, etc etc etc

You can spend a few million dollars on a computer and have it perform like crap at certain tasks.

Er... I mean I wanted to build a tiny server, likes linus sebastian's 2 GAMERS ONE CPU, 7 GAMERS ONE CPU etc.

I want to build a 'super server', can do anything.(Maybe impossible?)

You need to figure out what software they're going to use first because different software works well with different components.

For those things you listed above I would recommend the top end threadripper CPU, a whole bunch of ecc ram, and maybe one or two quadro RTX cards.

Power supply, I would recommend seasonic. Case get whatever you want that's decent quality.

For storage check out optane 905P drives, they are the fastest available.

I just asking them, they says they will run a lot of vms, want to using Photoshop, Premiere, Media Encoder, Bridge, Lightroom, Dreamweaver, CAD etc.

No, Epyc is server based, it doesn't have a high clock speed. And the price is astonomical for the 64c part.

For what you wanna do, threadripper is the absolute best as its aimed for high perfomance workstation.

Although a 16 core Ryzen 9 would arguably do the job just as good for video editing.

The chip is somewhat similar (if not identical) to the epyc part, but it's allowed to have higher clockspeed (for half the price).

64core part is not available yet, you can wait another month or two.

If not, the 32core is the only one you can buy right now, if you can find it.

Only use quadro cards if you need more Vram than the 2080ti offered.

For the price of quadro 8000 you can have 2-3 2080ti.

I see youre doing mainly in movie production, the 2080ti should have enough vram.
