I have a Ciara Discover Intel i7-3770 CPU @ 3.40 GHZ with 16GB DDR3 RAM @ 1333Mhz, AMD RAdeon HD 6570 and dual Dell P231H monitors at 50/60Hz (Video Format 1080p). I find that the computer responds reasonably fast for most applications. However, I have a low fps (40 FPS with Cinebench 15). I am considering on purchasing a new graphics card such as Geforce GTX 1650 4 GB DDR5. I am uncertain if I will reach beyond 60 fps with my curreny dual monitors. I only wish to spend max $200 CDN. Does anyone have any suggestions?

Are you trying to get any actual performance out of this upgrade or just to make cinebench look better?

GTX 1650 (non Super) is terrible value for its current price. Get a 1650 Super

Cinebench R15 OpenGL test is so bad, they removed it on R20. It just means nothing.

I should mention that I have a 240 GB Kingston SSD and a 1 TB WD Sata Harddrive. I am looking for actual performance increase. I normally used the computer for MS Office and Internet. However, on the odd occasion, I do light gaming. I find that under normal or high settings in games, I do not get a smooth experience. An ASUS GeForce GTX 1650 4GB Phoenix Fan Overclocked Edition HDMI DP DVI Graphics Card might be a viable option. I wonder if it would be a good match. I do not trust online bottleneck calculators.

GTX 1650 is a terrible card. RX 570 is almost 10% faster and you can buy them used for just over half the price of a new GTX 1650 in the US. I'd be surprised if it wasn't similar in Canada. Or you can probably buy an RX 570 new cheaper than a GTX 1650. GTX 1650 sucks. Now GTX 1650 Super is a pretty nice 1080p card for the money, but GTX 1650 absolutely is not.

Don't get a GTX 1650...they are a horrible value.

 

You really can't go wrong with a RX 570 (on par with GTX 1650 performance but cheaper) or a 580...they can be found dirt cheap now if you look around. Those should give you around 60 fps @ 1080 on high settings.
