Quality paste will last years. Poor quality paste will dry up and crumble and then will not perform as well.

Once you see (significantly) higher temperatures, it can be time to repaste your CPU.

Just like WereCatf said unless you have concerns about your CPU overheating I wouldn't worry about redoing the thermal paste.

They just read what the sensors tell them, so it's not the app that has to be accurate -- if the app knows how to talk to the sensor and the sensor isn't broken, there's nothing much else to it. As for a good app, Hwinfo64, for example, is what I use for checking temperatures.
