Budget? The low-end is around $300 and the highest practical tier is around $500.

I have a few questions.

First is budget?

Second is what type of panel you want? TN, VA, or IPS?

Third is what are you mainly going to use it for? Gaming, Work, or Watching TV shows and movies?

CPU: Intel® Core™ i9-9900K Processor  Motherboard: Gigabyte Z390 Aorus Pro Wifi  CPU Cooler: Scythe Fuma 2  GPU: EVGA RTX 3080 FTW3 Ultra  RAM: Corsair Vengeance 32GB (4x8GB) 3000Mhz CL15

SECONDARY PC:

I'm in the UK so around £400 but I'm flexible if the performance of the monitor is really worth the price.

No real preference here, My old PC's monitor was a TN panel but I've heard a lot of people saying that IPS monitors have been getting a lot better on response times so I don't really know.

Mainly used for Gaming, I do watch some tv shows on my pc from time to time.

The Dell S2719DGF is a TN panel that is pretty good and reliable. If you want an IPS monitor, you could try the BenQ EX2780Q. It's only 20 pound over budget. Heard it's really nice but do not use HDR as it's only HDR400 and looks horrible. Also, this next monitor is out-of-stock online in the UK but if you can find it for anywhere around 380-420 pounds (might have to check local stores), the LG 27GL83A would be a better choice than the BenQ.

If you want 1440p 144hz and g-sync/g-sync compatible your only options will be the LG 27GL83A or Pixio PX7 Prime, both are very similar but i think the LG one has better response time. I think these two are the best bang for the buck if you're going for 1440p 144hz.
