For starters how about give us more information like what are you full specs, how did you validate the usage of the GPU... if you have checked temperatures or had any hardware change recently and the state of your OS.

 

Does the problem happens on every game?

try to use the msi afterburner overlay in games to see real values of cpu and gpu utilisation.

if you only have 1 stick of ram, you're losing a lot of performance there, as dual channel is important.

check what power plan you are on.

check temperatures of gpu and cpu while gaming.

Well two things could be your issue... either your OS drive is bad (Kingston SSD are notorious for being crap) or your GPU drivers are broken.

 

Your first troubleshooting should be DDU in safe mode and reinstall the GPU drivers fresh new... do download the latest drivers in advance and once you finish DDU'ing in safe mode reboot without connecting to the internet and install the previous downloaded drivers since Windows Update might try to force DCH drivers.

Is it single stick? This may be a problem as well, Ryzen benefits quite lot from dual channel fast ram
