Screen Tearing and Frame Drops While Gaming

I bought borderlands 3 and when playing the game I experienced constant frame drops and screen tearing and its really making the game unplayable. Im playing at low settings btw.  Ive experienced this with ither games too and its getting to the point where I think i need to upgrade. Im thinking its my 8gb of ram thats all being used up but what else could be causing this?

My specs: Ryzen 3 1200 3.7ghz  

gtx 1060 3gb

8gb ddr4 2400

b350 mother board

Did you tried enabling/disabling vsync ?

yeah I enabled it and it still has screen tearing and stutters
