Why you can’t resize your hdd when you formatted the drive multiple time in windows? 

In my windows machine I formatted multiple time and when I opened disk manager to resize my hdd it won’t allowed me to resize the space I wanted to be

What do you mean by formatted multiple times? You can format a hdd as much as you want and it won't make a difference. Formatting a partition will make it start fresh.

 

If you can't shrink a drive try defragging it.

Do you mean you have multiple partitions and it wont let you make another one?
