Pc running since 1 week

It certainly hasn't been restarted. But if you shut it down and it shows this then it means you have fast boot enabled, and a shut down isn't actually a real shutdown. Disable Fast Boot if you want a proper shutdown.

Fast boot is disabled and my computer does the same thing.

Windows has had a feature since Windows 8 that it doesn't fully shut down and goes into more of a hibernation. That allows it to boot more quickly, but means technically the PC is not fully turned off (and thus 'turned on').

Correct me if I'm wrong, but I am pretty sure fast boot (and all related/differently named techs) are for skipping the BIOS stage of the startup.
