Underclocked RX Vega 56 eBay Listing - Should I be concerned?

I saw an eBay listing for a used RX Vega 56 and it had been stated that it is in full working order with no problems, but it is stated that it is under-clocked. The GPU, from looking at the photos, comes with the box it came in. Can anyone perhaps state why this person under-clocked it? Should I go for it or should I not?

No, mining does not really affect the card at any way, Tho if it has been running 24/7 for years, you should replace thermalpaste and thermal pads.

Ebay is the one place I would recommend to stay away from when buying PC parts.. :) But that's up to you. Is the price good? Underclocked as in bios? Otherwise he can say whatever he want, it could have been overclocked to max clocks, but you will never be able to see as its user settings. Saying underlcocked makes it seem like a card was used "safer" and less to make it sound better for the buyer which can be straight bs.

This can be true. But screenshot the listing and the purchase. If it a scam send the screenshot to ebay and you get your money back.

No becasue these settings are not permanent, it's just Afterburner setting them at every boot. You can't know what the person did.

I bought almost all of my components from ebay (apart from psu and ssd which I get new) and never had any problems. The thing is to make sure you buying from reputable source, someone who have mamy good feedbacks etc, that reduce risk off being scammed  

   @Whiro tag or quote will do the trick

I can see my gpu's voltages and power through riva turner when playing. I thought that you could see if its underclocked from there. Sorry if i got that wrong

I second this. I personally havent encountered any scams and the GPU which I am currently running I got off eBay also
