1660ti being wonky or just bottlenecked?

Alright so I just bought an Evga 1660ti 6gb to replace my terrible manufacturer special Amd r290. After a driver install I booted up fallout 4 and turned it all the way to ultra at 1080p, minus weapon debris and god rays turned off. I was getting on average of 45-50 FPS. Shouldn’t this card be absolutely crushing this game at 60fps+? I then proceeded to boot up GTA V turned to very high/ultra and was only getting around 30fps...shouldn’t this be running around 80-100fps? Is my gpu getting bottlenecked by my cpu?

 

Specs. 
Amd A8 5600 3.2ghz base clock

Evga GTX 1660ti 6gb

8 gigs DDDR4 Ram

1tb HDD 6200 rpm

550 watt evga gold psu

Definitely bottle-necked by your CPU.

The deep blue sky is infinitely high and crystal clear.

Yes this cpu is definitely bottlenecks your gpu. Once you upgrade your cpu than you’ll see improvement in gaming.

Should've replace that CPU 1st instead of R9-290. kek. 

 

Also that CPU/platform only support DDR3. How you put DDDR4 in it? kek

It’s ddr3 then, couldn’t remember lol. Anyway new CPU and motherboard will be ordered soon. Any recommendations to get?

yep surely is cpu. for me i was on a old i7 4770 till vrm controller gave out and cooked the cpu the die literally cracked i taken it apart to find it so and broke it open even the rainbow area was coated dark. anyways once i finally gotten to a 2700x as a replacement my 1080ti went insane the performance in fallout alone was amazing. even being in downtown boston was not the slide show as it use to be lmao.
