New build is stuck in boot cycle

I recently built my new system. Started it up and everything turns on but it boot loops. I have a z390 aorus pro wifi and in the bottom right the light for dram stays on, and the cpu light blinks every ~10 seconds. Anyone knows what to do? When i get home I am going to reseat the memory and cpu to make sure I didn't screw up installation.

Yes.

Re check everything and plug the ram one at a time, make sure you do not plug the ram in the wrong slot.
