Do I have a defective panel?

I've bought Dell U2419H 2 months ago for my secondary display. I feel like something is off with the panel. First of all the brightness flickers when I scroll through long texts, it's most noticable when I scroll on dark background. Second the blacks feels like dark gray rather than blacks.I have an Acer XF240H as my primary display and the colors feel more right on this monitor even though it's a TN panel. Third the colors seems washed off in general. I have attaced some photos to help explain the problem. Is it the screen that's off or my eyes? Should I RMA the dell monitor?

Ew.  It definitely doesn’t hold up compared to the other one.  Doesn’t necessarily mean it’s defective though.  Just that it sucks in comparison.  They might all be like that.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I though the Dell U models supposed to be factory calibrated quality IPS panels didn't really expected this. Acer one is a cheap 144hz TN panel. I really don't know what's wrong if it's my eyes or not.

Well it’s definitely worse, at least in the photo.  The problem with photos though is they tell A truth, but that truth can be misleading.  Were you expecting blacker blacks and washed out color?  Did you have reason to?  Was the older panel more expensive?  My first reaction wouldn’t be an RMA but a return attempt.  An RMA might be part of that process though.

Well I wasn't expecting blacker blacks due to IPS glow but didn't anticipate it to be this bad. I've never used an IPS panel before so I'm not sure if this is the standart or not. As for the colors being washed off definetly wasn't expecting this. The older panel is a cheap 144hz panel that's been kinda known for bad colors.
