Task manager is showing Mhz not Mt/s Ram speed like 2666 is not actually Mhz its Mt/s (Mega transfers/sec) Due to DDR being Double Data Rate, It can be accessed at the top and bottom of the clock cycle.

It's running correctly.

DDR = dual data rate

Whatever you see in a program for speed (so the 1333Mhz) * 2 = RAM speed as shown by the RAM manufacturer.

 

You probably have XMP/XAMP/DOCP turned on in the motherboard BIOS.
