New PC won't post. Stuck in reset loop.

So I recently built a new PC and after putting everything together, the PC will not post. It starts and the fans run but after ~10s without a post, it shuts down and restarts and does this over and over again. When it shuts down, the PSU has a 'click' sound like something shorts.

PC Part List:

  • R5 3600X (Hyper 212 Black Cooler)

  • ASRock B450M Pro4 (mATX)

  • Corsair Vengeance 16gb (2x8gb) 3200Hz C16

  • EVGA 2070 Super XC Ultra

  • XPG SX8200 512gb

  • Corsair RM650x

I've tried unplugging and replugging everything, tried to boot without the GPU (I know it won't post but it still reboots). I've tried changing RAM positions, tried with a single stick and on all slots. The MoBo BIOS is updated (had the Ryzen 3000 ready sticker - bought from Microcenter). I don't see any bent pins on the CPU, I felt like I tightened the cooler too much, but that's not the case. I also noticed the my RAM is not on the QVL List for the motherboard. I took everything out of my case and tried to boot, but it still stuck in the same issue.

 

Please help me fix my build. I think there is something wrong with the motherboard or the CPU. Please let me know if you have any suggestions or tips I could try. If required I will attach photos.

do you have a second GPU to test with?

Draws 400 watts under max load, for reference.

so it's probably not enabled. I'd still try to remove the bios battery for a few minutes and then put it back. also, put your ram in slots 2 and 4.

if it still doesn't work, maybe it's not really ryzen 3000 ready, I can't think of anything else.

I'll try resetting the CMOS. I also ordered a speaker to test my RAM and CPU. After all this, if it still doesn't work, is it safe to think that either my MoBo, CPU or RAM is dead?

unlikely that both sticks of ram are dead. my first assumption would be that the board doesn't have the ryzen 3000 bios. the second assumtion is that the board is dead. it's pretty hard to kill a cpu or ram

Could there a problem with the PSU? Its stuck in a loop, because something shorts and it turn back on and keeps on repeating.

I had the same problem what was caused by xmp. You should reset bios, if no work, update bios to latest with usb stick.

It can be anything. apart from the computer case.

Make sure that you installed ram right and they are working (test your part in another pc if you can)

Motherboard tier list. Tier A for overclocking 5950x. Tier B for overclocking 5900x, Tier C for overclocking 5800X. Tier D for overclocking 5600X. Tier F for 4/6 core Cpus at stock. Tier E avoid.

I think that mobo is not ryzen 3000 ready and cannot be updated without a compatible cpu. I know that AMD had (has?) a program that would lent you a cpu to update your mobo and then send it back (all that for free afaik). Look here for some more info in a similar issue:

i have the pro 4 non-m variant, i know that "click" sound well, as I had the same problem as you and it wasn't the psu. for me, what caused it was enabling the xmp profile. i have a ryzen 2600, so it wasn't a bios thing. after resetting cmos it worked. give it a try. although in your case it might be the ryzen3000 compatibility, in which case you need a bios update.

You can take you system to a pc shop and ask them to update your bios, as they must have ryzen 2000's lying around, you don't need to buy a cpu.

You don't have to order a new cpu for this. The way I see it, either you look if that program stil exists or you return your mobo for a x570 or an MSI b450 one (afaik, MSI mobos are the only ones not requiring a cpu for bios update)
