B450 that can OC 3700x and 3600mhz ram?

Is there a good B450 motherboard that has both good vrm and good ram overclocking support?

The B450 Tomahawk should handle it.

 

Overclocking nowadays it's only on the memory if you're savvy enough to fine tune the timings manually rather than just use XMP... CPU overclocking no longer is an actual thing being that PBO+AutoOC gives better performance by allowing higher boosts on single/low threaded workloads which isn't possible when you lock all cores to just one lower frequency like it happens on Zen 2 OC.

Any other boards? Apparently there are no tomahawk boards being sold in my country.

How about b450 auros pro?

Yes any B450 will have OCing ability but as @Princess Luna said, OCing newer Ryzen models is ill-advised.
