Why not stick with your current cooler? Are temps too high or cooler too noisy?

Have you tried using the cooler and / or oc'ing? If not, do so first. You can always decide to replace it later if you're not satisfied with the performance or noise.

Deepcool Assassin 3 is also an option. it looks better than noctua too lol

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

CPU             Ryzen 5 3600 (Formerly Ryzen 3 1200)

GPU             : ASUS RX 580 Dual OC (Formerly ASUS GTX 1060 but it got corroded for some odd reasons)

GPU COOOER      : ID Cooling Frostflow 120 VGA (Stock cooler overheats even when undervolted :()

MOBO            : MSI B350m Bazooka

MEMORY          Team Group Elite TUF DDR4 3600 Mhz CL 16
STORAGE         : Seagate Baracudda 1TB and Kingston SSD
PSU             : Thermaltake Lite power 550W (Gonna change soon as i dont trust this)
CASE            : Rakk Anyag Frost
CPU COOLER      : ID-Cooling SE 207
CASE FANS       : Mix of ID cooling fans, Corsair fans and Rakk Ounos (planned change to ID Cooling)
DISPLAY         : SpectrePro XTNS24 144hz Curved VA panel
MOUSE           : Logitech G603 Lightspeed
KEYBOARD        : Rakk Lam Ang

HEADSET         : Plantronics RIG 500HD

Kingston Hyper X Stinger

 

and a whole lot of LED everywhere(behind the monitor, behind the desk, behind the shelf of the PC mount and inside the case)

That doesn't really answer the question. How high you can go currently? So do you know cooler is your limit and not the CPU itself.

Check your temps first with a overclock like others said, but people mention the Noctua because its proven name brand thats been around for years.  Known to be excellent in regards to both noise and thermals, and if not always at the top of the charts for cooling, very very close.  They arguably started the trend where people could view certain air-coolers as superior to most AIO watercoolers.  Also they finally come in Black for 10$ more instead of poop and more poop browns. 

By your own logic, the Reeven Okeanos RC-1402 is another great cpu cooler people forget about (if you dont mind yellow fan blades), likewise some tests have shown the Dark Rock Pro 4 as superior to the Noctua (under load), but its new enough some people aren't aware of this, and or people still cling to Noctua's reputation.  In no situation are any of those 3 coolers "bad.", you are trading thermals at nearly the "margin of error" level, like 1-2C, as you are with Noise (atleast between the Noctua NH-D15 and Dock Rock Pro 4.) 

You have options if you want to go with air cooling, pick whichever you like the look of and fits your budget between those 2 or 3
