looking to pair it with a 3400g. does the mhz and the "c" number matter for engineering softwares? no gaming involved.

It doesn't matter for that software exactly.

 

But you should have at least 3000-3200mhz RAM for that CPU, because it'll make the graphics much faster, and the CPU a fair bit faster in general.

 

Are you building a new PC? If so what budget/country?

That depends on how memory intensive the app is. Does it just reserve a lot of memory and/or does it perform a large number of reads/writes? The MHz determine how quickly you can read/write to/from memory and the c-number (CAS latency) determines how long it takes to address a particular part of that memory.

AutoCAD isnt very memory intensive in my experience. Faster RAM with a lower C number is always better, with diminishing returns around 3600MHz and C14

Brands I wholeheartedly reccomend (though do have flawed products): Apple, Razer, Corsair, Asus, Gigabyte, bequiet!, Noctua, Fractal, GSkill (RAM only)

If you are using the integrated graphics, yes the speed will matter.  Also make sure to use two modules, using a single module will cut graphics performance approximately in half.
