Problems Running My Home Minecraft Server

So I'm doing some testing of MC servers in preparation for when I hope to host a little server for my friends and family.

Problem #1: My .bat file with minecraft.net's provided command doesn't seem to be giving the server any more RAM, it still says something like "204 mb (38% free)" implying I'm getting only ~500 mb for my server. In my .bat file I have the following command "java -Xmx1024M -Xms2048M -jar server.jar nogui". Task manager shows the sever as taking all 2048 MB, but the server's little graph in the top left, says otherwise.

Problem #2: I'm not sure how critical this is, but if I try to open the server via that same .bat file (which I'm told should work) it opens for a split-second and then disappears...

Problem #3: I can't change my IP to be static without my internet access mysteriously disappearing. (!)

Problem #4: My computer won't let me allocate more than 1GB of RAM to the server.

I'll add any additional problems I encounter them.

I can't answer question 1 and 2, but as for question 3, I assume this is your local IP address? If so, can you post a screenshot of your settings?

Which settings exactly? The window where I set my IP address?

I copied the Subnet mask and Default gateway from the output of the "ipconfig" command in command prompt.

Use the router IP as the DNS as well. You can try and set up the IP in the DHCP settings of the router.
