[Help] Pc on Endless Loop

Can someone Help me fix my computer?, It's on a endless loop

Are you getting any beep codes? Is this a new build? What are your specs? We need info man. Can't just go off some vague video.

 

PS. If you setup your water loop without testing to make sure the system boots you're in for some shit.

I'm not getting any beep codes, This pc was only upgraded on Watercooling,

Here's my Specs

CPU:Intel i9-7940x
GPU:GTX1080TI

Motherboard:Aorus X299 Ultra Gaming Pro

RAM:G.SKILL TridentZ RGB Series 32GB (4 x 8GB) DDR4 3600Mhz


Also My Setup was actually booting fine, but after some 3-5boots that happened

Oh and my PSU is RM850X

Do a BIOS reset, verify that something is plugged into the CPU Fan header, and boot with a single stick of ram.
