Hi, I am building a small steam machine, just for streaming my games. I am using a HP slimline PC it comes with a dual core pentium clocked @1.6Ghz, and with no surprise it isn't enough to decode the game at 720p 30fps without lag, I am upgrading it with the best cpu it can handle (a Core 2 duo E8400 @3.0ghz) and a GPU, but the case only fits low-profile GPUs.

I researched and my main options are GT640, R7 240 and HD7750, I am thinking about a fanless R7 240, but what of these cards suck less?

If you are willing to spend a little more the 260x will do great. Most cards below this price point are worthless.

The7750 is ok, but the 7770 is a steal! For around $100, you can get a great card that can play med-high setting at 720p 60 fps.

I've tried both the ASUS 7750 and the PNY GT 640, and the 7750 is definitely the better of the two because it has GDDR5 and the 640 used GDDR3 RAM. For streaming they'll probably all be the same performance.

I'm that guy with the GPD Win.

True, but I don't think the 7770 comes in a single slot, let alone a low profile card.

Desktop: AMD Threadripper 1950X @ 4.1Ghz Enermax 360L  Gigabyte Aorus Extreme   Zotac 1080Ti AMP Extreme  BeQuiet! Dark Base Pro 900  EVGA SuperNova 1000w G2  LG 34GK950f & ASUS PA248Q Klipsch Reference/Audeze Mobius

Synology Wireless AC-2600

Laptop: Alienware 17R5   Intel i7 8750H  Nvidia GTX1080   3840x2160 4k AdobeRGB IGZO Display   32GB DDR4 2133   256GB+1TB NVMe SSD    1TB Seagate SSHD   Killer 1550 Dual-Band Wireless AC

I know, but I need a low profile card, and it is not for gaming locally ;)

I will go for the HD7750!

I didn't see that you needs low profile, since you do, the 7750 is still ok.
